Are unsuccessful lookups free, or are they billed?

Unsuccessful lookups are still billable when using liveData=true, because “no result” is a meaningful signal (e.g., a business claiming legitimacy but not registered). If the request is explicitly run against Cobalt’s cached database and no hit is found, that query is not billed.
