How should we combine confidenceLevel with address signals?

‍Rules of thumb:

  • High confidence + addressMatch:true → auto-accept.
  • High confidence + addressMatch:false → likely match; verify city/ZIP.
  • Mid confidence + addressMatch:true → review.
  • Low confidence (any address) → reject or manual review.
