Why does Cobalt weigh state usage volume when adding new datasets?

Each new state integration requires engineering and ongoing maintenance. If a state generates only a handful of lookups per month, it may not justify the cost on volume alone. However, if the state is legally required (like Oregon) or heavily requested by clients, it will still be prioritized.
