How should we interpret “no results found”?

Treat it as a useful signal. If manual search also fails, the supplied name or registration may be inaccurate or unregistered. From a billing perspective:

• With liveData=true, “no results” is billable because the query confirms that no registration exists under that name.
• If the state site itself is down or an error occurs, you’ll receive a clear error message and will not be billed.
